In Puri, there is a official State Marihuana Shop, located in the city road. Pass the Z Hotel and continue around 300m, it is a small official shop where selling marihuana. There are different class and price. Choice the quality and pay, but be carefull!! It isn't "allowed" smoke in the street or public places, don't forget it if you don't want any problem!!
