The park was originally built by the Japanese in 1908 and called Taihoku Park. In 1996 the present name was given in honor of the 2-28 Incident victims (1947). A postmodernist steel monument known as ErErBa Jinian Bei, and the Memorial Museum located in an old Japanese building were also added to the complex.

The park gets busy every morning thanks to the people who uses it to practice tai chi and other martial arts.
