General Belgrano raised for the first time the argentinian flag in February 27th 1812, 2 years after the May Revolution, after realizing his forces used the same colors that the spanish colonial forces did. He ordered a new flag to be raised, based on the colors that the criollos used, in Batería Libertad and he and his soldiers swore allegiance to it.
The monument is built in 1957 by the architects Alejandro Bustillo and Ángel F. Guido and the sculptors Alfredo Bigatti and José Fioravanti
